Minister Suharso Revealed the Important of Country Bow

DHEAN.NEWS JAKARTA - In connection with the possibility of re-arranging the State Policy in the Indonesian constitutional system by MPR, Minister of National Development Planning Suharso Monoarfa was invited to the dialogue "PPHN Strengthening the Presidential System Consensus", Tuesday (16/11/2021).


In his presentation, the Minister explained the need background of returning State Policy.


First, after 1945 constitution amendment, there was no comprehensive direction to achieve nation goals and state as set out in the Preamble to the 1945 Constitution. The existing laws are more sector-specific that were less able to provide a comprehensive direction.


Second, there are concerns about the sustainability of development, in the absence of State Policy, making development perspective shortened within five-year period. As a results there was no guarantee that an important long-term policy of one government will be continued by the new government.


With these two reasons, the Minister said that development goals as stated in the Preamble of 1945 Constitution are hard of being achieved or even moving away from the proclamation ideals.


"With the absence of GBHN after the amendment to the 1945 Constitution, there is a missing foundation in the constitutional system that serves as a guide for the five-year development plan," said the Minister.


In this regard, the government has established National Long-Term Development Plan (RPJPN) through Law no. 25 of 2004 concerning the National Development Planning System which became the general guideline for the Vision and Mission of the President and Vice President Candidates and preparation of RPJM which was later ratified into Law no. 17 of 2007 concerning the National Long-Term Development Plan.


But at that time, Law no. 25 of 2004 concerning SPPN and RPJPN is not intended to make the RPJP become the State Policy. It was well realized at that time that in order to formulate a state policy, the drafting process had to be carried out in a political environment and by a high state institution that represented all the powers of the nation.


"The preparation of the RPJPN is intended to be a guideline for the Vision and Mission of the President/Vice President and the preparation of the RPJM for a period of 20 years," he concluded.
